Lost Oregon state ID while living in Washington - WTF do I do?

I moved to Washington from Oregon and never got around to getting a Washington state ID card (which was stupid of me, but fwiw, aiui since I don't drive, there is no legal requirement to get this done unlike with driver's licenses). Then I lost my wallet and with it my ID. The requirements for getting a new ID in Washington more or less require you to already have a photo ID, which I don't (basically my birth certificate & Social Security card are the only forms of govt ID I have). Oregon has less stringent identity requirements so I could get a replacement ID if I still lived there, but I don't (they require proof of residence). That's if I could even find a way to get down to Oregon (since taking the train itself requires a photo ID). Am I just totally screwed?

(and yeah, it was stupid of me not to get a passport too (one of those things that was always on my to-do list but never rose up to the "actually do" part of that list) )

Why do I need ID to get ID?/If I had ID I wouldn't need ID.

My brother had a similar problem because he was born in the UK.  So not only did he need more documentation (certificate from US consulate etc), but got conflicting advice from the MVA.  Large bureaucracies are generally not great at coping with unusual circumstances.

Anyways, some state MVA/DMVs will let you submit extra forms of "secondary" ID, basically substituting quantity for quality, or have someone else with valid ID testify that you are who you say you are.  There is someone in the state of Washington who knows you... right?
