Nah, there's been a precedent for that, I'm pretty sure. When PSP and DS "homebrow" was still a thing people talked about, Mejilan and Stump vocally defended flashcarts (and, I think, downloading the roms instead of rippng them, because its faster and easier) and dowloading roms, provided you paid for the game. Stump wasn't a mod then, but I don't think it matters much. I think that's where the "don't accuse others of pirating for using emulators" rule comes from.
By the same token, nobody rips their own BIOS for emulators that require it. And I'm pretty sure many people who played Xenoblade on Dolhpin don't even own a Wii. MAME? Nobody bats an eye at that.
You just can't flat out admit that you download games you didn't pay for.
