It's the Y2Kev Effect*: if you're willing to put ungodly amounts of time into a board and are willing to moderate for no compensation whatsoever, then as long as you're not offensive, you will eventually be likely made into a moderator.  I suspect the SA administrators didn't vet this guy because generally someone who you would think about making a moderator wouldn't be on a sex offender registry.  The guy was demodded within minutes.  They hate SASS but so far SASS has taken down a shitload of moderators for doing heinous or embarrassing shit.  SA might need to do a better job vetting mods from here on out.
