They aren't wild animals with no awareness of their surroundings mindlessly grabbing children, they are predators in every sense of the word; just look how casually they can lie, even when they know the person they are lying to knows the truth. the dude who flat out said he chose victims based on how fucked up their home life was and how much of a delinquent they were so he could raise doubt about any claims they made, and that he would go out of his way to help people in the community to cull support and a friendly image, solely so he could operate with little suspicion or oversight, says it all.
