The White House Office of Management and Budget has sent a memo to federal agencies informing them the government will shut down at midnight.

"Unfortunately, we do not have a clear indication that Congress will act in time for the President to sign a Continuing Resolution ... Therefore, agencies should now execute plans for an orderly shutdown due to the absence of appropriations," wrote OMB Director Sylvia Mathews Burwell.

"We urge Congress to act quickly to pass a Continuing Resolution to provide a short-term bridge that ensures sufficient time to pass a budget for the remainder of the fiscal year, and to restore the operation of critical public services and programs that will be impacted by a lapse in appropriations," Burwell added.

OK what's going on? And why is it good?

Parts of the federal government are shutting down or scaling back operations until Congress agrees to pass a resolution funding them. Republicans in the House are holding this up in hopes of an agreement to delay implementing further Obamacare provisions which are supposed to kick in October 1st. The Democrats in the Senate and White House obviously disagree. There have been multiple government shutdowns over the years, the most famous recent one was in the 90's: http://en.wikipedia.org/wiki/United_States_federal_government_shutdown_of_1995_and_1996

The biggest "impact" that came out of that was Bill Clinton and Monica Lewinsky started an affair during it.
