Well, it's a rush job, to be sure. I was positive that Shaka was gonna beat me to it.
On the base layer, I used the smudge and blur tools to shove the flesh tones over the existing tattoo. Then I lassoed Lager's tattoo and brought it in in its own layer. This version, I deleted a bunch of the skin around the ink, and set the layer to Multiply. In an improved version, I set the layer to Darken, and removed the saturation from it, so it doesn't have the orange fill on the stars.
