Why does Ikaruga go though steam greenlight? What's next, Mega Man? Castlevania?

Is this a *new* PC version, or was there a Japanese PC release for Ikaruga?
I just figured that thread was about that Volvo game on the Xbox. But seriously though, it'll be fast-tracked through the Greenlight process. Kotaku will report on it, fanboys will nerd out over it, it'll shoot up the Top 100, and it'll probably be greenlit with the next batch of games.
