Yes. Questing, trying to survive the wastes, choices, turn-based combat.
That said, Fallout 1 has the edge in that you're playing against a clock. And even if they don't play completely the same, they all have the same goals, mostly in surviving the wastes. Persona 1-4 all have different goals. P1 is a traditional Wizardry dungeon crawler. P2 is a traditional rpg fused with dungeon crawling. P3/4 are dungeon crawlers/sims that are about managing each daily action. Even their story telling goals are different. P2, especially EP, has an adult cast and is pretty different from P3, and especially P4. Fallout, is always about trying to show the aftermath of nuclear fallout, thus it will rarely evolve or change. The stories will be very similar.
There's nothing wrong with games that are similar between sequels, but I'm not big on it. I'm the type of person that if I see something, or do something, I want to try something else. Himuro Plinko should clue you into this.
