It's been in the works for a long time, practically since not long after the game first came out in March 2010.

Servers have crashed on me three times. But when it works

It's neat, but kinda boring when you can only do races and it doesn't tie locations discovered into your singleplayer map.

That and the chat spam... oy. Need a way to turn that off or mute people that abuse the chat system.

The UI and map system does need a lot of work, I found people tend to hang out in the city area but then you kinda lose the benefits of the open world. The "real tasks" aren't as much fun as crazy dynamic stuff that can happen randomly. (Sorta like the single player  )

Got into a random battle after grabbing a chopper with some guys flying around in jets. Meanwhile, these guys were grappling onto the chopper and trying to jump off and grab onto the jets when they made passes.

Teleporting to the top of the world doesn't seem to work.

/tp peak says it's invalid.
