I wonder if some of these are made for some kind of government or other licensing or certification program and then they tweak them to make them into "games" and re-sell them. Some of the games are weirdly specific.

I think there was at least one company, maybe Crytek (?) who made a lot of their base technology (physics, etc.) for military simulations and oil companies or something and then put those together into their game engine.
