The husband and wife director team wanted to do a serious cyberpunk movie. The producers wanted a lighthearted fairy tail for kids. So, they compromised and made a goofy cyberpunk fairy tale for kids.

"Hey, I just watched Blade Runner and the tv show Dinosaurs, let's take these two things and smash them together at 100mph and masturbate to the mangled wreckage like in David Cronenberg's Crash."

Look when somebody says "I want to make a movie based on a kids videogame" the first thing that comes to mind is "get me the guys who did Max Headroom."

Watched the whole thing. It's entertaining if you enjoy production design wankery. I can't say I cared about any of the characters, with the possible exception of Koopa's hot mistress  :'(

You have to put yourself in an early 90s film industry mindset - videogames = digital = Max Headroom
