WTF is this Internet Explorer bullshit

This just started happening yesterday on my Asus t100 (windows 8.1 IE Metro). Just about every page I go to, I get this popup:

This program does not have a valid digital signature that verifies its publisher.
Name: C:\Windows\System32\Macromed\Flash\FlashUtil_ActiveX.exe
Publisher:Microsoft Windows Third Party Application Component

Now, it doesn't matter if I click YES or NO, it just keeps popping up over and over again, and won't let me close the window. I pretty much have to shut down IE from the Task Manager. Doesn't happen on the desktop version. I've had it happen before, but for the life of me I can't remember what was causing it or how I got it to stop (it's not a virus or malware). Any suggestions?

Spoke too soon, getting a popup on the desktop version of IE as well, doesn't matter if I click ALLOW or DON'T ALLOW.

All right, I managed to make it go away by checking the "stop fucking with me" box in the warning popup on the desktop version. Digital signatures and shit, man.

No matter how many times I tell my parents just to not use IE, they keep using it. And a month later they have a computer problem

Have you updated Flash to see if it resolves anything?

Can't update Flash in IE Metro on Win8, it's integrated. And IE is the best touch browser available on Win8, Chrome is kinda dogshit in touch mode (although I do prefer it when I'm in desktop mode).  Anyway, it went away after I checked that box, good enough.
