It wouldnt slow the game down at all cause you already get players protesting and shit. Also its about JUSTICE.
After 2010, FIFA did install that goal-line tech for this World Cup to tell if the player is past the goal line but yeah still no video replays. It kind of makes sense since it could possibly slow the pace of the game down, cause pauses in the game that sponsors use as an excuse to run ad breaks, and it would make the cost of official games higher which could be a problem for a global sport that is popular in a lot of developing nations.

You know, you don't need video playback when you are playing on a dirt patch in the amazon forest. But when it's the world cup or champions league you should have it.
First game has been totally ruined by the lack of it already, how can you still support the corrupt system of no playback??
