I wonder if that story was one they were going to cover and then Colbert's team saw the comedy potential in it and constructed the extended bit. The other stories all seemed like ones that would have been on the show anyway. (Like the river cresting and sewage treatment story, though Colbert's constant referencing it in every segment, especially warning Mr. Mathers to wait 24 hours before drinking sewage, probably wouldn't have happened.)
