Thanks to social media, there are umpteen ways a developer can reach out to a community of people. No need to deal with NeoGAF's endless cascade of bullshit. Same thing applies for gaming podcasts, websites, Twitch streams, etc.

It's bullshit but legal and makes sense for a hospital as the image/mood/atmosphere or whatever you want to call it is a big consideration. That's why nearly every hospital in the US looks nice.

I'm not sure if that's because they want to cheer patients up so their recovery is smoother or if it's for another reason.
