Fable 2 and 3 are both terrible, Fable 3 was worse in different ways.
Fable 2 is some weird baby's first 18th century real estate simulator with easy as fuck and boring combat thrown in, along with having a terrible UI and quest completion system.
Fable 3 is some weird baby's first 19th century economy simulator with a cool premise, but combat hasn't been improved, the UI is even worse than before due to how bloated and slow it is, and there's not that much content overall.
Fable as a franchise was mismanaged and garbled as fuck. The direction the franchise went after the first Fable would be like if a new Final Fantasy allowed the player to own a Chocobo racing team and have to manage aspects for the entire team. How much do you pay the racers? Do you hire good trainers and handlers? What color should the spurs be?
Meanwhile, there's a total of 12 weapons throughout the game and you level everything up at a snails pace.
