Found the Netherlands welcoming, and the people nice and helpful, as a tourist. The ambiance felt pretty good, not unlike Belgium where I briefly lived, people much more laid back and relaxed than France. Most terrible reputation is the Dutch-speaking Belgians in Flanders, viewed with scorn by both the Wallons and the Dutch (as uncultured hicks for the latter).

It's true though that Dutch tourists tend to share the negative image of German ones.
