Look, I agree there will be disagreement on the medium term plan to solve the issue.

Short term is easy - Democrats need to cater to the lowest common denominator. Remember how Scott Brown got elected because he had a truck? GW was the kind of guy youd want to have a beer with?

Run a Peter Griffin candidate. Win.

Now, with power, you can move towards the medium term plan, which is restricted these people's ability to vote. Because both the dems and republicans are corporatists, the most likely scenario is having a company like the College Board (the SAT people) design and administer a test that you take at 18 and in turn receive a voting voucher. Perhaps something like a professional license where you have to keep up credits over time to continue to receive voting vouchers. Obviously this addresses Benjis concerns about the IQ system, as a system can be designed taking into account modern science so there are no racial biases. 

The long term plan is the easy one again. To help preserve the environment, we require all 15 year old women to get IUDs, and all 15 year old men to get a reversible vasectomy. Once they decide to have an offspring, they can pay a nominal fee to be granted a birthing license. Those who do not spawn get additional voting vouchers, and can use those vouchers to vote in progressive ideas such as higher birthing license fees.

20 years and the country and planet are saved.

If he knows the leaker, that's a pretty big deal. Interesting (:doge) this angle hasn't been covered before The second sentence is a red herring, though. Every intel agency and the private company that monitored DNC's networks say it was the Russian government, not people in the US.

Especially something as small as a presidential intelligence briefing—if even someone in the room came forward unnamed it would be pretty easy to figure out who it was and they'd lose their job. So if you want to know something classified, either wait 30 years or believe hearsay.

The story linked above by David Sanger is pretty incredible. The IT contractor in charge of the DNC's network security got a phone call from the FBI alerting them their network was compromised and the poor guy didn't even believe it was the FBI. The SA called back several times but the DNC basically ignored him.

The Foreign Policy podcast made the point that General Mattis, General Kelly (Homeland Security) and the head of the Joint Staff are all Marines and on top of that all from the same division. Beyond the potential issues of tribalism among the Armed Forces (or a faction junta), it also means they may have overlapping networks instead of complimentary in a cabinet already cursed with very little experience.
