My guess is that the whole idea of this has more to do with shifting the news cycle then any sort of actual diplomatic goals on our part, other than Trump wants to hold up something that says “I won”.
From seeing the negotiations on everything Trump has tried in the last year, it’s very clear Trump values The appearance of doing something much much more than he cares about what that thing does, or if it is good or bad.
And no one in their right mind would negotiate with him in good face anyway, because he shown time and time again that he is completely untrustworthy and won’t necessarily follow through on his word.
It’s not even clear he could get the Senate to ratify any deal he put together.
