Noske absolutely understood that Pabst wanted to have Liebknecht and Luxemburg killed and agreed with it, he just didn't want to dirty his hands by giving the order himself. That's why he first tried to shift responsibility to general Lüttwitz, and when that wasn't possible, directly to Pabst.
