That's a correlation and not the causation IMO. Without knowing the intricacies of sex ed in France I'd say it's better than in some American schools which have reiligious zealots trying to prevent sex ed altogether.

Japan is awful when it comes to bullying. It's been known that schools will overlook and even cover up bullying to save their reputations. Plus, due to academic pressure, they have a high rate of suicide amongst teens.

You're not describing a situation vastly different than the United States. The age of consent is not 18 in the United States but instead determined by each state. Similarly, SexEd is first taught in some states as low as age 10-11. And often multiple times.
