Looking to make a list of all the virtual cities and locations that are available to explore through a $59.99 or less videogame purchase. Only listing real world locales (even if they are not super accurate and only loosely based on them like Infamous/Fallout), so Just Cause 2/3 "bunch of islands" as cool as they are is not listed, as is not the planet Mira from Xenoblade X.
