I've definitely seen 2 and 3 week bans not go via the "duration pending" cycle, so I'm not sure thats true.

My suspicions are one or more of the following is going on behind the scenes:

• They have a probationary period for new mods who have to get their Actions approved by their ranking Mod Captain
• One or more of their mods is a massive cunt and is on probation for Excessive Actioning, and has to get all their bans double checked
• Only admins can hand out perms, and its not a vote, its just a dumping ground secret forum where all perm requests get dropped and if none of the admins recognise the name or don't give a shit its a perma
• They really hate how transparent and accountable stalkerbot has made them, so they hide permas behind Duration Pendings to skew the curves, because permabanning members at the rate they permaban members is fucking insane
