They nerfed him in Civil War cause they basically had to. In the airport battle he does a total of three things (stopped tanker from hitting Rhodey, destroyed the tower (instead of like, just flying to Cap??), and shot Rhodey out of the sky.)

He could have ended the whole thing single-handedly IMO. But he's kind of a dullard.
