Well, the Empire is actually kinda fascist. The problem is that almost nobody knows what the term means (including the dumbasses in Frankfurt who came up with the nonsensical "left to right" political spectrum back in the 1920's), so they apply it to all kinds of shit, but this is the rare "broken clock" example. Fascism is a government style. It's all authoritarian, with a huge focus on symbolism and shows of force, making the regime basically the state religion. Probably because their dumbass concept predates actual communist regimes.
