Similar fires happened in the early 70s and mid 40s, just in different parts of the country. The difference now is that there are more people, more property and more assholes intentionally setting fires to cash in on insurance claims. They failed to adjust their planning or even extend it into the usual "winter months" even though those months were warmer and had less precipitation.
