Otherwise a Doner Kebab is one of the best food items ever invented, is it not considered a sandwich?

Depends.
When i didn't have money for meat, i used to make one with bread, tomato slice, mozzarella (or burrata, even better) and some oregano/seasoning.
It was pretty decent for a very cheap, summer sandwich.
