i think it's a combination of two reasons:
-who wants to pay for like 50 seatbelts in each bus that none of the kids are gonna even use
-it's a goddamned big old bus, it's not like they're often going to be in danger of being thrown from their seats

and as a supplementary third reason, we wouldn't get hilarious videos of children being tossed around in tipped over buses if there were seatbelts

Waist seat belts (which would be the only kind feasible on school buses) aren't very expensive.  Quick googling tells me 15 bucks a set.  At 50 sets a bus, that's an extra 750 buck per bus, which is pocket change.

Seat belt laws are bullshit, just like any motorcycle helmet law.  These laws are just a shitty way to drum up revenue.  If liberals were really liberals, these laws would be targets for elimination.
