Hmmm, the only time I've run into that issue is when I'm saving an image in a specific mode (either 16bit file or Indexed etc). Try checking to see if the file you're working on is in "Indexed" mode. Its under the dropdown "Image > Mode". RGB Mode and/or 8bit mode allows files to be saved as PNG's.
