I think he means "could have been somebody good".

He's not that bad actually. Yes, he was better/could be better but as Jay once said, "I dumbed down my lyrics and I doubled my dollars!" Jay-Z ain't bad at all. If every song he made was like "Minority Report" then he wouldn't be nearly as successful as he is today. We live in the real world where people want to be compensated for their efforts.
