I will say that they gave this whacky Jappy dude a lot of room to breathe, because that does not look like typical American animation.

This is the one directed by Yoshiaki Kawajiri, right?

He's known for directing high-energy one off OVAs, such as Ninja Scroll, Demon City Shinjuku and Vampire Hunter D. He also directed the X TV series and one of the segments in The Animatrix.
