He's like the token Spanish speaking guy or something. Everyone is speaking in English and then he pops out of nowhere and says some random Spanish phrase. How does he do it? What's the mystery behind the token Puerto Rican?

Up until recently it wasn't an issue, as everyone knew that the de facto official language was English. There was no need to make official what everyone already knew.

One time I went to the bank and saw a huge ad by the bank (Bank of America). It was all in Spanish. I walked around it to see if they had an English translation, but nope. All in Spanish. It really makes you feel insignificant when there's an ad in a bank there isn't in the county's official language.

That's nothing, most of the banks in Mississauga use Chinese characters. WTF? I can't even read the French, now I have to learn Cantonese?

  I'd imagine this'd be even worse in Markham. I remember going into an HSBC there and confronted with nothing but Kanji. Granted, this was the HSBC next to the Pacific Mall (of which I was the only white person in, at the time).
