what the hell's the government's incitative towards its citizens to make them stop "wasting" energy? doesn't that bring them a ton of money from the hefty taxes on fuel, and sales of hydro-electricity from governmental trusts?

or would it be that it's more profitable for an organization like Hydro-Quebec to have people in the province consume less electricity, to sell its power in the US for more profit than they're allowed to do here?

the government here spent MILLIONS through the years in extensive propagandist campaigns saying "DON'T WASTE HYDRO-ELECTRICITY!!!!"... why do they bother so much when it's even ecological and infinitely renewable?
