He made it easy by posting a legitimately offensive comic...like I said, I have never done this kind of thing before...if you make something dealing with that subject FUNNY, it's different. I just hit the "contact us" button at the top and wrote them a short note, with a description of the comic and a link to the site and the URL of the picture. You can even pick "hate on the internet" as the topic.

I don't know who else we can contact...it might be fun to find out his webhost and then contact them about him putting up a "highly offensive, tasteless, etc. etc." comic on his site though.
