Smaller the car the less the HP usually since you don't need as much to push it and the engine would be too big for it. I used civics as an example since they're the typical ricer car that has a shitload of aftermarket parts and that can go fast. because there's a huge market for modifying civics, it gets a lot more parts than a BMW. how do you limit how fast a car can be? one canadian province will destroy any car using aftermarket parts but I think that's idiotic when something like a subaru wrx sti is faster than a subaru wrx but if you add an air intake you're car gets scrapped.
I think the best idea is special licenses for adding aftermarket parts (knowing how cars will react after you put on the part) and another license to know how to drive a car with performance boosting parts.
no one is talking about making parts illegal or destroying vehicles. quit taking it out of context. the idea that we are discussing is exactly what you suggested! People should be properly educated and certified in how to handle their vehicles.
anyways, the fact that the little rice burners you are referring to are smaller and don't need as much pull is exactly my point. Those cars don't need 500hp to be dangerous or to be powerful. It's all relative when it comes to vehicles. It is dangerous, regardless of the size of the block. To say otherwise is either naive or shows how little you know about street racing.
