Thats what is great about space colonization - you need more than money to get off of this rock and be accepted into such a community program - and many of the upper financial class simply do not qualify or are just scared shitless of the idea of space travel and would never do what it takes. They would rather attend an award ceremony and go buy a new lambo.
It would also take years of pushing and process administration to get your ducks in a row for such an evacuation.
For example - commercial space-flights are available now and its really not that expensive - you see who is taking them? Its not Brittany.
