Neither Juno nor the technician need to be omniscient and know whether Juno herself would make a bad parent. All they need to know is that uneducated teenagers girls shouldn't have kids. And if they do, they'd generally be doing the children a favor by giving them up for adoption.

the mother could have retorted the technician without flipping out. As I remember, the technician tried to apologize, but the mother continued to unload on her. It was an irrational, bitchy move, and the characters all treated it like some kind of victory.
I would hate if my mother stuck up for me in a similar way. I would find it patronizing, and I wouldn't want to be associated with that type of behavior.
