The regeneration wouldn't be as special as it was in the first season. When he changed in Season 1 I thought "whoa, he's young and can bang Rose now!", this time they would need to pull off something really amazing to get a similar reaction.
Yeah, I bet it will be. Obviously the first regeneration storylinewise was to a version that would be more favorable with Rose and humans in general. The Ninth Doctor, or, as I like to call him, the Combat Doctor, was obviously a regeneration that was affected by the Time War against the Daleks making him more ruthless. Since the likelihood is that the Doctor didn't have a companion during the Time War, it would explain his abrasiveness toward humans occasionally since he did not regenerate around humans and wasn't around humans that much.
This regeneration will be special on its own merits and, as usual, they could really take it in any direction.
Still, I will be sad to see the current Doctor go and I will remember him as one of my favorite doctors. BUT, of course, this presents problems with the storyline in the library two parter of Season Four where the Doctor is recognized by one of his future (and evidently close) companions, meaning that Moffat will have to resolve this sooner than later, as in one of these four specials.
