I don't think Lionsgate would have spent $80 million only to drop it on DVD.
they didn't, Lionsgate only bought the distro rights, Millennium films put up the coin. They were actually a major producer of DTV stuff throughout the 90's and graduated up to big boy pictures (The Black Dahlia, Righteous Kill, Rambo IV) only in recent years, they still make a bunch of higher-tier direct to video flicks though.

No joke, if this is as good an action film as Van Damme's Universal Soldier: Regeneration was, I would be quite satisfied with it.
