Real talk: Maybe we can all take turns swimming along side the raft for a while.  That way everyone has to take the danger but for the most part everyone is safe.  Like 30 minutes in the water at a time then the next person.  With the amount of members you'd probably only have to get in the water once every 2 or 3 days.
