This is an uniquely American issue. Dominicans are hispanic, and no matter what hispanic culture, they value their cultural and country image and culture over skin color. So a Venezuelan will tell you they're Venezuelan, even if they're what most would call "black". It's like the dark-skinned people in Okinawa, Japan. Yes, they're dark skinned, but to them their Japanese heritage precedes anything else. If a Dominican doesn't identify with being black, they are likely being earnest and not "self hating" or being a "coon".
