Independent developers cannot self-publish their own games on Xbox Live Arcade. Instead, they must get a publishing deal--either with Microsoft Game Studios or with a third-party partner. Games published on Xbox Live Indie Games are exempt from that policy, but that marketplace isn't necessarily seen as viable.

Dude, Nintendo has more progressive policies towards the indies than Microsoft.

My opinion is that MS will simply target lower resolution and thanks to that they will have most of fancy effects @ stable framerate. Sony on other hand target 1080p which means they will need more power to do same things.

That 30fpsvs60fps, even if technically possible, isn't going to happen. Microsoft will just go "Both games must be pretty much the same or we won't let you publish it" Exclusives however, I'm expecting a pretty big difference.
