Looking at the article it doesn't seem like you will be given dominion of a region/country but rather be a character within one and the country functioning as a faction or guild. I think it would be cooler if everyone started with dominion of a region and deal with diplomacy, being forcibly/willingly subjugated, consolidate their rule with other players, expand and conquer other players, etc but maybe at that point you're playing Crusader Kings 2 the MMO rather than CIV.
Also, it sounds like you directly control a character in 3d space, which is a bit strange. I would imagine a CIV game being played with menus regardless of it being a real-time multiplayer game or not...
