I think those rules are just to avoid any trouble that might bring more legal scrutiny down on a club that's probably not looked upon as a necessary pillar of the community. Like, in my decade living here, there have been at least 2 occasions of people DYING in Club Z. I can understand why they'd be militant about the presence of drugs or the ordeal of getting a liquor license. Plus like 90% of the fay bars in the city are within a stumble of the joint anyway.
