I wouldn't say it's silly at all given that now mgsv is coming to steam and SE are more open to more platforms for FF.
Also, lots of those games are coming. KOF98 and Metal Slug X drop in a few days. WOTS4 was just announced. We just got TITS on steam. Dynasty Warriors is even on steam.
Your argument seems completely incorrect, in that most of this started once SE put VII and VIII and Namco Bandai put Dark Souls on steam and were incredibly successful, thus leading way for more japanese game pubs to put their stuff on the platform. If MGSV turns out to be successful on steam, expect even more. You are wrong about this, this has been coming for a long time.
that's a growing list, but the niche stuff i was referring to is still absent. WOTS4 is the biggest one on my radar, already imported it for PS3 but might double-dip on a sale because i love Acquire's wacky output.
i think you're misunderstanding my argument: i'm not saying those things don't/can't sell there, or even that it's a bad market for them. quite the contrary: they represent one of the largest holes in the steam library right now, and i'm quite supportive of seeing that closed. but you speak as if japanese pubs are a) knowledgeable of the western scene and b) fuck with PC's much since the 80's, much less always act in a rational manner. they don't, sadly.
I'm also not fond of the old buy product (x) to encourage (y) mentality either, personally, but i don't judge others for buying into it. i'm just inclined to tell say capcom to fuck off when they want me to buy something unrelated to encourage Phoenix Wright localizations.
Also, XIII isn't a booty game. A butt game is something like Lord of Shadow.
And most of those games you listed that were dumped were mostly western games. Not japanese gsmes. 
i mean i liked the OST, some of the battle engine was neat, and it had some good moments of characterization around chapters 6-9, but most of what was around that was butt, i thought. had zero desire to revisit the universe in the following 2 games, and apparently i wasn't alone there.
to the latter: yeah, exactly. japanese properties licensed to western games, not the ones you'd really want - except in the case of say MGS rising, where obviously it's a good game & we'd like to see more Platinum PC releases.
Whats also interesting is that I believe WOTS4 PC was pushed by it's western handlers, not Japanese. I also want to say that the PC version of Killer is Dead was pushed by Deep Silver. I wonder if we'll see more of that. The small publishers taking the small Japanese games and putting them on PC, because I doubt these small niche developers are going to make a PC version if the western market is'nt their concern. The western market is obviously noteworthy to companies like NB, Konami, Square, and even Sega. Yet in Sega and NB's case only games they've deemed "western" focused get PC versions. We don't see pc versions of Tales or niche Sega stuff. Ace Combat and say Binary Domain though, those were western focused titles.
Which is why I doubt will see things like Persona on PC anytime soon.

to what extent do you make this distinction? they've kinda operated as one for quite a while now, sadly. ironically, the PC division (relic, etc) has been steady, whereas i'd hoped the Atlus acquisition would prove a strength where they're weak (localizations) but so far it just seems like distribution channels for Atlus.
