Akira is hand-drawn and hand-painted animation with no limitation to its processing power/framerate, VRAM, resolution. They can and did show everything they chose to show. Compared with other cel-shaded/traditional animation, it still looks exceptional today. Cel animation, as a medium, has not largely changed. (I am eschewing comment on CG movies, e.g. Toy Story vs. Tangled)
