Whatever you do, don't buy an AMD CPU. Their current offerings are just not worth it and it's not going to change any time soon. Definitely get an SSD. Don't skimp out on the PSU. Get a case with a removable dust filter. Replace the stock fan on whatever CPU you buy, even if you don't plan to overclock, since the stock fans are pretty loud.
Techreport updates their system guide every few months and offers sensible choices for all price ranges. Their "sweet spot" picks are what you want to aim for, but you can always mix and match.

Not really. Only worthwhile choice would be a GTX 970, but if you're satisfied with the performance you're getting right now you might as well wait for the new cards to come out (which is soon-ish) and re-assess your choices then.
