I think that dude actually is a scammer based on his ridiculous claims about being dressed well and that he's lived in the city for so long.  If he's acting like he's unaware of these super common scams then he's probably participating in them.  Especially given the dodgy nature of his other threads.  I think he creates his little persecution fantasies as his outlet.
