Also with regards to England, what I gathered from enthusiasts living there is that the state of youth development and the tactical culture of coach staff was fuckawful at all levels. The FA, which play second fiddle for the billions in the PL, had a very hard time enforcing any kind of grade or official qualification which is further compounded by how insular most of the "top" England born coaches currently are (Steve McLaren coaching FC Twente is the height of exotism and experience there). IIRC it was so bad that the number of people holding a coach degree was equal or below to what you found in the Czech Republic, despite having 5 to 6 times the number of registered players. I wouldn't expect their national squad to be able to constantly perform as long as this will be the case.
