I would think the executive has unilateral authority on border security, including shutting all border crossings down entirely. That said, I just checked what our cross border traffic is, and in 2017 we had 16,500 northbround crossings daily1, and that same year we had $340B worth of goods imported and $280B goods exported2. There is no way anyone with a functioning brain can look at those numbers and think it is reasonable to "shut the border down". It's ridiculous.
